Românii trebuie să fie conştienţi de faptul că 80% din legislația lor privind dreptul intern este doar o punere în aplicare a reglementărilor europene.

Acest interviu cu Președintele lui European Vending Association poate fi caracterizat ca fiind unul „istoric”, și asta datorită faptului că dl. Arnaud van Amerongen nu va mai candida pentru un nou mandat de președinte pe 28 noiembrie, când este programată Adunarea Generală Anuală EVA. Așadar, aveți ocazia să citiți un material în care se decantează o mulțime de idei și de opinii pe care președintele EVA le exprimă în revista noastră cu ocazia încheierii în mai puțin de o lună a celui de-al șaselea mandat al său în fruntea forului european de vending.

Spuneți-ne câteva lucruri despre dumneavoastră şi experiența dumneavoastră în industria de  vending.

Am început să activez în industria de vending în 1991, ca producător de aparate de vending table top în Olanda. În 1998 am achiziționat 50% din capitalul social al Aequator AG, Swiss Made Coffee Machines, din Arbon, Elveţia. M-am alăturat Consiliului de Administraţie al Asociaţiei Olandeze de Vending în anii ‘90 (VIDA) şi am devenit preşedintele Asociaţiei Europene a Producătorilor de Aparate de Vending (EVMMA) în 2003. Ca atare am intrat în Comitetul Executiv al Asociației Europene de Vending (EVA), devenind președintele acesteia în anul 2007. Astăzi sunt încă Preşedintele EVA. Am vândut companiile olandeze în 2008, şi de atunci, mi-am concentrat complet cariera profesională pe creşterea companiei Aequator AG. Din 2008 și până în prezent, am reușit să dublăm aproape dimensiunea companiei.

Care sunt principalele sarcini care vă revin în Asociaţia Europeană de Vending, în calitate de Președinte al acesteia?

Președintele este ales de către omologii săi din cadrul Comitetului Executiv (CE) la fiecare doi ani şi în timpul mandatului său, el se asigură că sunt luate toate măsurile pentru a proteja şi a promova industria de vending. Preşedinte înseamnă, de asemenea, să fii și cartea de vizită a asociației și să garantezi industriei o imagine bună. Acest lucru poate fi realizat prin activități de relaţii publice şi evenimente care cresc vizibilitatea jucătorilor noştri din piaţă. Împreună cu colegii mei din Comitetul Executiv, care sunt experţi excelenți, căutăm, de asemenea, să dăm direcția prin implementarea de strategii care ar trebui să îi ajute pe membrii noştri să respecte nevoile societății de astăzi şi să își crească afacerile. În prezent mă aflu în cel de-al 6-lea an de președinție în cadrul EVA, iar la următoarea Adunare Generală anuală care va avea loc la Bruxelles pe 28 noiembrie, nu voi mai candida la preşedinţie pentru un nou mandat. A venit timpul pentru o nouă conducere, proaspătă. Eu rămân disponibil, totuși pentru un loc în Comitetul Executiv.

Care este relaţia dintre EVA şi instituţiile europene?

Asemenea celor aproximativ 1.000 de alte asociaţii comerciale, faptul că avem un birou de afaceri publice la Bruxelles este extraordinar, pentru că acesta este locul unde se iau deciziile legale importante. Românii trebuie să fie conştienţi de faptul că 80% din legislația lor privind dreptul intern este doar o punere în aplicare a reglementărilor europene. România este puternic implicată în luarea deciziilor UE în Bruxelles, şi anume prin membrii săi din Parlamentul European şi drepturile sale de vot în calitate de stat membru în cadrul Consiliului Uniunii Europene. În ambele instituţii, România are posibilitatea de a modela legislaţia care va fi implementată în ţara sa.

Deoarece deciziile sunt luate la nivelul UE, EVA trebuie să monitorizeze toate procedurile legislative şi să determine care dintre aceste sunt susceptibile de a avea un efect dăunător asupra vendingului. În cazul în care o modificare legislativă propusă are un impact asupra afacerii noastre, biroul EVA contactează factorii de decizie relevanți din Bruxelles şi face expuneri pentru a obţine o legislaţie de afaceri mai prietenoasă. Aceasta implică faptul că personalul nostru să aibă o bună cunoaştere atât a tehnicilor de lobby cât şi a expertizelor de vending, care sunt aduse de către membrii EVA prin intermediul comitetelor EVA.

Prin urmare, aș dori să subliniez că, a avea relaţii apropiate cu instituţiile Uniunii Europene ne ajută în misiunea noastră de promovare, protejare şi de sprijinire a dezvoltării industriei de vending din Europa.

Care sunt principalele priorități ale European Vending Association în perioada următoare?

În prezent lucrăm la o nouă strategie EVA pentru anii viitori, vizând sprijinirea industriei de vending în perioada de tranziţie:

  • de la o rată de creştere scăzută care afectează toate segmentele industriei de vending;
  • la o industrie mult mai dinamică, cu o amprentă mai largă, care acoperă auto-servirea cu cafea, produse alimentare, băuturi şi industria POU (Point of Use – Punct de Utilizare), care va beneficia de pe urma avântului cafelei și schimbarea dramatică a consumului domestic şi “on the go”, şi anume prin cafeaua de specialitate și premium;
  • la o industrie care este deja extrem de tehnologică şi ar putea deveni pentru consumatori canalul favorit de auto-servire pentru vânzările cu amănuntul cel mai inovator 24 ore din 24 și 7 zile din 7.

Am primit deja unele păreri, dar membrii noştri pot contribui până la mijlocul lunii noiembrie la această strategie prin schimbul de comentarii, propuneri şi preocupări. O parte din această strategie va fi, de asemenea, despre consolidarea relaţiei dintre EVA şi Asociaţiile Naţionale. Această strategie va fi adoptată la Adunarea Generală anuală de pe 28 noiembrie.

Care sunt tendinţele actuale în vending pentru 2014 şi nu numai?

Piaţa de operare din Europa Vestică şi de Sud-Est este destul de saturată. Vom vedea că operatorii încă vor câștiga un venit bun din aparatele lor de băuturi calde şi le vor oferi clienţilor lor alimente, gustări şi băuturi reci ca servicii suplimentare, cu profit limitat. Profitul este generat din ce în ce mai mult de băuturile calde. Vom vedea, de asemenea, o tendinţă puternică de dezvoltare a serviciul de cafea pentru birou, sau a serviciilor care oferă cafea premium. În primul rând aparatele Bean2Cup, vor avea costuri mai ridicate pentru pahare, dar vor creşte și calitatea. Aceste concepte oferă o puternică “coffee experience” lucrătorilor din birouri, şi consumatorii sunt dispuşi să plătească pentru asta din ce în ce mai mult. Aceste concepte, de asemenea, le permit operatorilor să beneficieze în urma creşterii pe care o vor avea conceptele de cafea de calitate premium la pachet.

De asemenea, am învăţat de la cercetarea nostră de piaţă, că creșterea şi ușurarea opţiunilor de plată duce la creşterea vânzărilor în comparație cu aparatul de vending obișnuit. Industria plăților lansează destul de multe sisteme și soluţii de plată noi pentru a spori acest efect.

Cât de multe lucruri știți despre industria de vending din România? Care sunt aceste lucruri?

Datorită membrului nostru român, PRIV, am învăţat deja multe despre industria românească de vending, care este încă o piaţă relativ mică, dar cu foarte mult potenţial de creştere. Cota de piață a primilor 5 operatori din ţară este foarte mare în comparaţie cu alte ţări europene. Ştiu că preşedintele Victor Marin are grijă întotdeauna să informeze EVA cu privire la legislaţia naţională şi la preocupările de pe piaţa de aici. Acest lucru este foarte apreciat şi suntem bucuroşi să ajutăm ori de câte ori putem.

Patronatul Industriei de Vending din România (PRIV) este un membru tânăr al EVA. Cum credeți că trebuie EVA să susțină acţiunile PRIV în România?

Suntem foarte mândri că PRIV s-au alăturat asociației EVA, deoarece, a avea cea mai largă gamă de membri în cadrul EVA ajută la câştigarea credibilității și la a fi văzut ca o industrie puternică de către instituţiile UE. Înfiinţarea unei asociaţii de vending în România este un lucru pe care nu putem decât să îl sprijinim în totalitate.

Chiar dacă cea mai mare parte a legislaţiei se decide la Bruxelles, EVA şi PRIV trebuie să lucreze împreună, deoarece lobby-ul trebuie făcut în primul rând la nivelul UE şi apoi la nivel naţional; mai mult lobby la nivelul Uniunii Europene nu poate avea succes fără un flux bun de informaţii din ambele părţi (EVA şi PRIV), definirea mesajelor comune şi sprijinirea reciprocă. PRIV nu trebuie să ezite să comunice problemele sale biroului EVA și colegilor săi din alte state membre.

Aparatele de vending cu un consum scăzut de energie (sau care folosesc “energie verde”) şi creşterea furnizării de alimente sănătoase prin intermediul aparatelor de vending sunt două dintre cele mai importante obiective ale EVA în anii următori. De ce este important pentru industria de vending să atingă aceste obiective?

În ultimii ani, vendingul se luptă cu imaginea sa, în special în relație cu autorităţile şi consumatorii. Obezitatea a devenit o preocupare în multe ţări europene şi cum aparatele de vending sunt destul de vizibile, în locuri publice, autorităţile au făcut din ele un ţap ispăşitor. Trebuie să comunicăm mai mult faptul că aparatele de vending nu înseamnă doar batoane de ciocolată sau băuturi, ci că acest canal permite vânzarea oricărui produs. Mai întâi de toate, autoritățile trebuie să își educe populaţia cu privire la alimentaţia sănătoasă, astfel încât, oamenii să poată face alegerile corecte atunci când se duc la magazin sau la aparatul de vending. Aparatele de vending trebuie să concureze cu magazinele de noapte şi să devină capabile să vândă o gamă largă de produse care pot satisface aşteptările consumatorilor. Prin urmare, industria noastră trebuie să fie atentă la schimbările ce apar în societate şi să se adapteze la nevoile acesteia.

În ceea ce priveşte consumul scăzut de energie înregistrat de aparatele de vending, acesta este cu siguranţă un subiect fierbinte în acest moment, deoarece în curând Comisia Europeană va reglementa consumul de energie al acestora. Aspectele de mediu au devenit fundamentale şi clienţii sunt dornici să utilizeze “produsele verzi”, în parte și datorită marketingului.

Guvernul nostru dorește să stopeze “piaţa neagră” şi concurenţa neloială, prin introducerea unor măsuri fiscale în industria românească de vending, direct la aparatele de vending. Ce părere aveți despre acest lucru?

Ne-am exprimat preocuparea cu privire la această propunere şi am adresat o scrisoare către autorităţile române pentru a le face conştiente de faptul că, în timp ce problema a fost discutată în Polonia, Rusia şi Italia, autorităţile au decis să nu pună în aplicare o astfel de taxă, având în vedere costul ridicat pentru o industrie care este mult dominată de societățile mici şi foarte mici (în general afaceri de familie).

Prin păstrarea unor dovezi de date de la controlerul aparatului de vending, autoritățile fiscale pot verifica, de asemenea, ceea ce a fost declarat sau nu. Această soluție funcţionează foarte bine în alte ţări.

Ce ar trebui să facă Patronatul Industriei de Vending din România (PRIV) pentru a creşte piaţa de vending din ţara noastră?

Cred că unul dintre principalele obiective este acela de a asigura condiţiile legale optime, lucru care îi va permite afacerii să crească şi să evite concurenţa neloială. Cadrul clar şi regulile sunt necesare pentru o piață liberă.

În plus, este important ca imaginea și respectul de sine al industriei să crească. Acest lucru poate fi obținut prin realizarea faptului că a doua cea mai mare marfă din lume este cafeaua, aceasta se bea peste tot, folosindu-se concepte moderne, de înaltă calitate, pentru La Pachet (To Go), şi în Birouri (Offices), o nouă imagine poate fi construită, în timp ce se generează profituri bune. Ar fi bine dacă PRIV ar putea atrage mai mulţi membrii din aceste sectoare şi să își împărtăşească cunoştinţele în sectorul Out of Home Coffee, în general.

Vă rugăm să transmiteţi un mesaj membrilor PRIV şi cititorilor noştri, în general.

Felicităm  PRIV pentru munca bună depusă, şi ne bucurăm la gândul că pe viitor relaţia bună de lucru cu acesta va continua. Cu un puternic accent pe creşterea sectoarelor de Turism, Cafea la Pachet (Coffee To Go), Servicii de Cafea pentru Birouri (Office Coffee Service) şi, prin urmare, a potenţialului de creștere a vânzărilor de soluţii de vending pe aceste domenii, suntem siguri că cititorii dumneavoastră şi membrii PRIV pot avea un viitor bun pentru companiile lor. Tell us a few things about you and your background related with vending industry.

I started in the vending industry in 1991 as a manufacturer of Table Top Vending Machines in Holland. In 1998 we aquired 50% of the share capital of Aequator AG, Swiss Made Coffee Machines, in Arbon Switzerland. I joined the Board of the Dutch Vending Association in the 90’s (VIDA) and became Chairman of the  European Vending Machine Manufacturers Association (EVMMA) in 2003. As such I joined the Executive Committee of the European Vending Association (EVA) of which I became President in 2007. Today I’m still the President of the EVA. I sold the Dutch companies in 2008, and since then, I fully focus my professional career on growing the Aequator AG. Since 2008, we’ve been able to nearly double the size of the company.

Which are the main tasks that you have in European Vending Association like president?

The president is elected by his pairs within the Executive Committee (EC) every two years and during his mandate he ensures that all necessary measures are untertaken to both protect and promote the vending industry. Being president also means to be a calling card for the association and to guarantee a good image of the industry. This can be achieved through active public relations and events which raise the visibility of our market players. Together with my colleagues of the Executive Committee, which are excellent industry experts, we also seek to give some leadership by implementing strategies which should help our members to comply with the needs of nowadays’ society and to grow their business.

I am currently in my 6th year as EVA President and at the next Annual General Assembly that will take place in Brussels on 28 November I will not candidate any more for the presidency for another term. It’s about time for some fresh new leadership. I do remain available though for a seat on the EC.

Which is the relationship between EVA and European institutions?

As about 1,000 other trade associations it is tremendous to have a public affairs office in Brussels, because this is the place where importan legal decisions are taken. Romanians have to be aware that 80% of their national Law is just an implementation of European regulations. In Brussels, Romania is strongly involved in the EU decision-making, namely through its Members in the European Parliament and its voting right as a Member State in the Council of the EU. In both institutions Romania is able to shape the legislation that will be implement in its country.

As decisions are taken at EU level, the EVA needs to monitor all the legislative procedures and to determine which ones among those are likely to have a harmful effect on vending. If a proposed regulation has an impact on our business, the EVA office contacts the relevant decision-makers in Brussels and make representations to get a more business-friendly legislation. This implies that our staff needs to have a good knowledge of both the lobbying techniques and vending expertise, which is brought by the EVA members, through the EVA Committees.

Therefore, I would like to underline that having close relationships with the EU institutions helps in our mission to promote, protect and support the growth of the vending industry in Europe.

What are the main priorities for EVA in the next period?

We are currently working on a new EVA strategy for the upcoming years aiming at supporting the vending industry in its transition:

  • from a low growth rate affecting all the vending industry segments;
  • into a more dynamic industry, with a wider footprint, covering self-serve coffee, food, beverage and POU industry, which will benefit from the coffee tail wind and the dramatic change in domestic and on the go consumption, namely premiumisation and specialty coffee;
  • into an industry that is already highly technological and could become the favourite, most innovative, 24/7, self-serve retail channel for the consumer.

We have already received some feedback, but our members can contribute until mid-November to this strategy by sharing their comments, proposals and concerns. Part of this strategy will also be about strengthening the relationship between the EVA and the national associations. This strategy will be adopted at the Annual General Assembly on the 28th of November.

Which are the current vending trends in 2014 and beyond?

The operating market in Western and Southern Europe is fairly saturated. We see that operators ear good income still from their Hot Drinks machines, and offer Food, Snack and Cold Beverages as additional service, with limited profit, to their customers. Increasingly the profit is generated with Hot Drinks. We also see a strong trend towards Office Coffee Service, or ‘Premiumisation’ of the coffee service offering. Primarily Bean2Cup machines, at higher cup cost, but with increased quality. These concepts offer a stronger ‘Coffee Experience’ to the workers in offices, and increasingly consumers are willing to pay for that. These concepts also allow operators to benefit from the growth in Premium Quality Coffee To Go concepts.

We also learned from our Market Survey that increased and easier payment options are increasing sales from the average vending machine. The Payment Industry is launching quite a lot of new payment systems & solutions to enhance that.

How many things do you know about Romanian vending industry? What are these things?

Thanks to our Romanian member, PRIV, we have already learnt a lot about the Romanian vending industry, which is still a relatively small market but with a lot of growth potential. The market share of the top 5 operators in the country is very high compared to other European countries. I know that the president Victor Marin always keeps the EVA informed about the national legislation and the concerns of its market. That is really appreciated and we are glad to help wherever we can.

The Romanian Vending Association (PRIV) is a young member in EVA. How do you think must supported EVA the actions of PRIV in Romania?

We are very proud that PRIV joined the EVA, because having the widest possible range of members within the EVA helps to gain credibility and to be seen as a strong industry by the EU institutions. The set up of a vending association in Romania is something that we can only fully support.

Even though most of the legislation is decided in Brussels, the EVA and PRIV must work together, because lobbying needs to be done first at EU level and then at national level; Furthermore lobbying at EU level cannot be successful without a good flow of information from both sides (EVA and PRIV), defining common messages and mutually supporting each other. PRIV should not hesitate to communicate their problems to the EVA office and to share them with its colleagues in the other EU Member States.

A low power consumption of vending machines (or use “green energy”) and increasing delivery of healthy foods through vending machines are two of the most important objectives of EVA in future years. Why is it important for the vending industry achieve these goals?

For the last years, vending has been struggling with its image, especially with regard to authorities and the consumer. Obesity has become a concern in many European countries and as vending machines are quite visible in public places, authorities have made of them a scapegoat. We need to communicate more that vending is not only about chocolate bars or sodas, but that this channel permits to sell whatsoever. First of all authorities need to educate their population about healthy eating so that they can make the right choices when they go to the retail or to the vending machine. Vending needs to compete with the night shops and become able to sell a wide range of products that can satisfy the consumers’ expectations. Therefore our industry needs to listen what is changing in the society and adapt to the needs.

Regarding the low consumption of vending machines this is certainly a hot topic at the moment, because the European Commission will soon regulate the energy consumption of those. Environmental issues have become fundamental and customers are keen on using ‘green products’, also for marketing issues.

Our government want to stop the “black market” and unfair competition introducing fiscal measures in Romanian vending industry directly to vending machine. What do you thing about that?

We expressed our concern regarding this proposal and addressed a letter to the Romanian authorities to make them aware that whilst the issue has been discussed in Poland, Russia and Italy, the authorities have decided not to implement such tax receipt, in view of the high cost for an industry which is vastly dominated by small and very small (mostly family) businesses.

By keeping a trace of the data from the vending machine controller fiscal authorities can also verify what has been declared or not. This works perfectly well in other countries.

What should Romanian Vending Association (PRIV) do to increase vending market in our country?

I think that one of the main objectives is to ensure the best legal conditions to allow the business to grow and to avoid unfair competition. A clear framework and rules are necessary for a free market.

Furthermore, it’s important to grow the image and self-esteem of the industry. This can be achieved by realizing that coffee is the second biggest commodity of the world, it’s drunk everywhere, and with modern, high quality concepts in To Go, and Offices, a new image can be built whilst generating good profits. It would be good if PRIV could attract more members from these sectors and share knowledge across the Out of Home Coffee Sector in general.
